North Carolina Statewide Automated Victim Assistance and Notification is branded as NC SAVAN and also appears through VINELink. Official state material describes SAVAN as a custody-status and notification service connected to NC DAC's OPUS system and county-jail feeds. Access is available through the web interface, the VINELink mobile app, and the state telephone line at 1-877-627-2826.
The system can therefore help with a person reported by the Northampton County Detention Center or NC DAC. It does not guarantee that every Northampton booking appears, that every field is complete, or that a transaction reaches the public screen at once. No local feed cadence is published. Treat SAVAN as notification and corroboration, not a permanent release certificate or archive.
The reporting agency sets the scope of a result. “Released” from Northampton County means that county custody ended. It may describe a community release, but it may also precede entry into state, federal, immigration, or another county's custody. Northampton VINELink and NC DAC
NC DAC Offender Public Information and VINELink answer related but different questions. The DAC public record is stronger for a durable state prison or supervision history. It can include an offender number, incarceration status, conviction and sentence entries, admission and release dates, plus probation, parole, or post-release status. Its historical coverage reaches back to 1972 for included state records.
VINELink is stronger for notices tied to a selected record. A released or inactive DAC history can confirm that state custody ended, while a SAVAN alert may tell a registered person that a change was reported. Neither should be used to fill the Northampton jail's unpublished booking and release fields. A county-only detention event may never create a state offender record.
